Summary of the work
A specialist is required by the Royal Navy’s Navy Digital Services organisation to provide high quality advice on a wide range of technical issues, supporting the existing Executive to ensure all Services are delivered to time, budget and quality.

Who the specialist will work with
The Specialist will work with the Navy Digital Services Executive team, Navy Digital Services service teams, the Navy Digital Chief Architect, and others as required. The Navy Digital Services ecosystem comprises MoD Crown Servants, Military personnel, DSTL researchers and contractors from a variety of industry partners. The Specialist will have no direct management responsibility, but may be expected to direct resource from both the Authority and Industry partners on occasion with temporary delegated authority provided by Executive mandate.
What the specialist will work on
Defining overarching strategy and vision in collaboration with the Executive and the Navy Digital Chief ArchitectSupport the Executive in engagements with wider MoD stakeholders such as the CDIO function, CTO function and multiple programme stakeholdersActing as a conduit between the Navy Digital Services Architecture and Delivery functions to facilitate shared understanding of design, deliverables and milestones.Identifying, recording and overseeing the resolution of material technical issues that have the potential to frustrate Delivery to time, budget and quality.Maintaining a Kanban board to enable monitoring of priorities and Delivery by the Executive.

Working arrangements
Your core location will be Semaphore Tower in HMNB Portsmouth. For collaboration purposes with your peer community and also to support roundtable meetings you will be expected to attend site according to tasking as well as working remotely. Occasional travel may be required to other Royal Navy locations. Expenses will be within your daily rate for your regular work location. Additional travel expenses will be available should you need to travel to other sites other than your core location. The Royal Navy also supports flexible working.
Security clearance
The specialist will require MoD DV clearance at contract start. MoD cannot sponsor clearances.

All expenses must be pre-agreed with the Authority and must comply with the MoD Travel and Subsistence (T&S) Policy.

EXPERIENCE
Essential skills and experience
  • Recent experience (<12 months) of working on a UK MoD programme in a senior/leadership role to deliver digital transformation
  • Broad experience of delivering technical solutions across: Data Engineering, Data Modelling, Data Architecture, DevOps
  • Comprehensive understanding of the MoD environment and successful delivery within it including knowledge of defence suppliers, technology, processes, finances and relevant standards like JSP440 and JSP604
  • Adeptness in communication of complex technical situations to senior stakeholders/business leaders
  • Adept at identifying the wider impact of technical issues and decision making on the Royal Navy
  • Skilled in the setting of strategic technical direction
  • Expertise of delivering within an open architecture. Gartner defines an Open Architecture as a technology infrastructure with specifications that are public as opposed to proprietary
  • Working knowledge of delivering using agile methodologies within the public sector
  • Substantive leadership and stakeholder management skills
  • Proven ability to operate at all levels of business, both within MoD and wider industry, from apprentices to industry bodies, suppliers and board members
  • A MoD acceptable DV required at contract start. MoD will not sponsor clearances
Nice-to-have skills and experience
  • Experience of delivery using Scrum methodology on a UK MoD programme
  • Experience of delivery using Kanban methodology on a UK MoD programme
  • Experience of delivering digital, data or cloud services to users
  • Experience of working within the UK Maritime domain
