Establish the working outcomes for programme and delivery management of a team of C4ISR, technical, and operational SMEs, across a spectrum of digital programmes and projects delivering digital outcomes that enable current and future information based capabilities supporting Navy Command Information, MoD and HMG defence and national security outputs.

Who the specialist will work with
The DDF will be tasked by Navy Digital, will support MCSU and will liaise with several RN operational groups including Carrier Strike, Amphibious Task Group, and maritime platforms delivering outcomes under the guidance of the Navy Digital Capability Development Head.
What the specialist will work on
Establish the DDF programme by delivering the following outcomes: developed ways of working and programme initiation; assessed data flows, tasking, prioritisation and working relationships with other RN, MoD, OGD and NATO stakeholders. Assist in the planning and preparation for developing the digital outcomes.
WORK SETUP
Address where the work will take place
Whale Island, Portsmouth, and MCSU at Portsdown Technology Park, with a relatively small amount of travel within the UK
Working arrangements
There will be approx. 2 days per week working in the office in Portsmouth, the rest working flexibly. Work can be conducted remotely with the use of various apps and team sites for collaborative working via a MODNET laptop, to be supplied. There will be some visits to battle staff offices and maritime platforms to deliver outcomes in situ. These may be in the Portsmouth, Plymouth and Faslane areas.
Security clearance
SC is essential and DV desirable at contract start. MoD cannot sponsor clearances.

Additional terms and conditions
In addition to the day rate, an additional £1K is available for T&S in line with current MoD rates. Foreign travel is included in this but prior authorisation is required from the Authority in advance of booking (committing).

EXPERIENCE
Essential skills and experience
  • Experience managing programmes and projects in a maritime environment
  • Experienced senior manger with information warfare skills and knowledge of the maritime warfare environment
  • Practical programme management experience of programme initiation and the mechanisms to develop through-life programme management
  • Practical end-user experience in exploiting maritime C4ISR services / capabilities using a variety of platforms and technologies
  • Experience with current core NATO command and control apps
  • Experience using applications and systems hosted on the current maritime operational planning solution (LC2)
  • Experience in the practical use of C4ISR applications in meeting maritime operational and tactical needs
Nice-to-have skills and experience
  • Experience with in-service maritime digital command system solutions, system engineering and system integration as either a user or engineer
  • Experience in all variants of in-service maritime command system digital data link technologies and solutions
  • Experience with NATO data link information exchange requirements and protocols
  • Familiar with maritime combat system design, sensor integration and data capture, process and digital information exchange as user or engineer
  • Experience developing and defining digital and cloud-based requirements to enable naval and maritime outcomes
  • Experience managing teams delivering digital maritime engineering outcomes as head of department with charge responsibility in a complex sea-going or similar role
  • Experience of maritime engineering ICT commissioning, assurance and acceptance and associated engineering compliance
