The DLMC Programme Manager requires a temporary Deputy Programme Manager to help establish the conditions for successful delivery of the DLMC Programme across Defence in a number of strategic aspects of Programme start-up activity. Who the specialist will work with
The Deputy Programme Manager will be working with MOD Crown Servants and other contractors that are already working on the programme, including delivering live services in both Andover and Corsham.
What the specialist will work on
Mandate. Supporting the development, staffing and endorsement of the Programme Mandate. Governance. Supporting the transfer of the programme to the Defence People Portfolio. Sponsorship. Supporting the establishment and maintenance of the Sponsorship Group model. Approvals. Supporting the development and staffing of Programme-level Business Cases. Digital Transformation. Support to identifying lessons from DLMC’s drive to enable the conditions for digital transformation programmes to succeed. Benefits Realisation. Supporting the establishment of the ‘Benefits Realisation’ workstream. Team Management. Supporting the oversight of individual and team outputs. Strategic Programme Management Support. Acting as the Deputy Programme Manager during this 12-month period.

Army HQ, Andover
Working arrangements
The postholder will be required to work on site in Andover a minimum of 3 days per week with travel to other MOD sites required to fulfil the needs of the role. A laptop will be provided for remote working. Expenses will be paid in accordance with MOD policy (e.g. travel away from Andover, overnight accommodation/subsistence).
Security clearance
SC clearance is required for this role.

Cultural fit criteria
Able to communicate effectively with staff, technical SMEs and senior management to identify pragmatic solutions to problems within a resource constrained environment. Recent proven experience of an open, transparent and collaborative working relationship at all levels with excellent communication and co-ordination skills when conducting daily stand-ups, team meetings, presentation and demonstrations. Demonstrate an ability and willingness to work collaboratively within a multi-vendor delivery environment to achieve outcomes. Demonstrate an ability and willingness to challenge the status-quo with a no blame culture and encourage people to learn from their mistakes.

EXPERIENCE
Essential skills and experience
  • Demonstrable experience within the last 2 years of strategic ‘client-side’ support in the management of a MOD digitally-enabled transformation programme, including development of governance structures and benefits mapping across Commands
  • Demonstrable experience within the last 2 years of the development of a programme mandate in conjunction with key stakeholders
  • Demonstrable experience within the last 2 years of engagement wide range of strategic stakeholders to secure buy-in to programme vision and benefits
  • Demonstrable experience within the last 2 years of stakeholder analysis and designing effective interventions to influence strategic decision making
  • Demonstrable experience within the last 2 years of supporting the upskilling and wider awareness of crown servants in digital transformation themes and approaches
  • Thourough understanding of the GDS Technology Code of Practice and Government Service Standard and a recognition of the applicability of these standards to a MOD digitally-enabled transformation programme
  • Thorough understanding of the challenges in the applicability of JSP655 Defence Investment Approvals policy to a MOD digitally-enabled transformation programme
