Summary of the work
The SPU LMS PM role will act as an interface between Sport England and supplier of a new Loan Management System. They will provide technical expertise, translate ICT specifications to SE colleagues and provide constructive challenge to the supplier, ensuring the project remains on track, both financially and on time.

Who the specialist will work with
The individual will be based within Sport England's small Special Projects Unit and will work closely with the team members leading on procurements for the Exchequer-funded Sport Survival Package. They will also liaise with members of Sport England's Procurement, Evaluation, ICT, Legal and Finance teams as required.Externally, they will be working closely with the supplier for a new Loan Management System, which will incorporate a CRM, an applicant portal and reporting functions. In addition to this main partner, they may be expected to work with other external stakeholders for the Sport Survival Fund.
What the specialist will work on
1. Provide guidance to the project team in the evaluation of procurement submissions to select a supplier for the loan management system2. Provide technical support during the evaluation, development and implementation phases of the programme3. Lead the relationship management with the selected supplier; 4. Act as an interface between the supplier and Sport England; 5. Performance manage the supplier to meet budget and strict timeframe pressures;6. Create technical reports on progress and share with the project board7. Liaise with internal technical leads to ensure integration with other SE systems.

Working arrangements
Home-based working is acceptable but visits to Sport England's main offices will be required. Expenses will be within your daily rate for your regular work location. Additional travel expenses will be available should you need to travel to other sites. Sport England also supports flexible working (when possible), at the manager's discretion.
Security clearance
No security clearance is required for this work, although all work undertaken by the individual throughout this contract will be the intellectual property of Sport England.

Additional terms and conditions
All expenses must be pre-agreed between the parties and must comply with Sport England's Travel and Subsistence (T&S) Policy.

Essential skills and experience
  • Knowledge and experience in leading the development of a system to automate manual procedures
  • Ability to act as an intermediary between a technical supplier and a team of non-specialist colleagues
  • Experience in ensuring that multiple systems can integrate through API's or similar
  • Knowledge and experience of implementing information management systems at pace
Nice-to-have skills and experience
  • Can demonstrate that they have the ability to identify opportunities to improve the service or make cost or time savings
  • Experience in the development of a finance-based system
  • Experience in the development of a loans-based system
