Essential skills and experience
- In-depth knowledge of Agile and other methodologies, able to coach in Agile practices both within and outside your team
- Highly competent in supporting effective budget management within the constraints of the project
- Able to communicate effectively across organisational, technical and political boundaries
- Able to resolve conflicts within teams, ensure the team is working in the open and that the work is understood externally
- Proven, extensive experience of successfully leading teams through the full product life cycle in large-scale delivery in government. Able to develop sustainable support models
- Experienced at optimising the delivery flow of teams, actively addressing the most complicated risks, issues and dependencies
- Able to identify and challenge organisational processes of increasing complexity, and coach the organisation to inspect and adapt processes where they slow delivery
- Able to identify and manage dependencies in plans of varying complexity
- Able to coordinate delivery, coaching teams as a delivery expert
- Adept at mediating between people and relationships, communicating with stakeholders at all levels
- Proven ability and substantial experience in removing blockers and managing risks, commercial requirements, and budgets
- Experienced in large-scale and complex delivery of services meeting the UK Government Service Standard
- Expected to have the skills and experience set out in the Digital, Data, and Technology Profession Capability Framework guidance for a programme delivery manager
Nice-to-have skills and experience
- Experienced in being an escalation point to resolve large or high-risk commercial management issues
- Able to coach others in commercial management
- Experienced in influencing and creating budgets
- Able to act as initial escalation point for the programme and must have an awareness of the bigger picture
- Familiarity with the justice landscape, particularly criminal justice
