Who the specialist will work with
Navy Command HQ Information Warfare team
What the specialist will work on
Provide digital business analysis for programmes and projects assigned by the Authority to deliver information effects in the maritime environment including buisness and operational network architecture, bearer systems, IT systems and applications including those for Command and Control (C2). All aspects of ICT and associated engineering governance, information assurance, engineering standards and ICT security as applied to Naval and maritime data and information systems is scope.

Working arrangements
The Business Analyst will be working in a team with stakeholders from within Navy Command, MoD, and other government departments to deliver capability outcomes in support of MoD and HMG national security objectives.
Security clearance
SC is essential. Navy/MoD cannot sponsor security clearance

Additional terms and conditions
In addition to the day rate, an additional £1K is available for T&S in line with current MoD rates. Foreign travel is included in this but prior authorisation is required from the Authority in advance of booking (committing). A Cyber Risk Assessment has been raised for this requirement under Assessment number RAR-G8ZC25UJ. The Cyber Risk Level has been classed as very low. You must submit a Supplier Assurance Questionnaire against this, at https://supplier-cyber-protection.service.gov.uk/ A security aspects letter applies for information classified up to secret. The IR35 legislation does not apply to this engagement.

EXPERIENCE
Essential skills and experience
  • Experience delivering C4ISR/ICT digital programmes and projects in a complex maritime environment.
  • Demonstrate knowledge, skills and experience in managing digital ICT services and their interdependent activities to enable naval and maritime outputs.
  • Experienced in military and commercial satellite communications operations and planning.
  • Demonstrate an understanding of UK Government Departments and MoD structures and policies as they relate to the digital and information outcomes in the maritime domain.
  • Experience developing and defining digital and cloud-based requirements to enable naval and maritime outcomes.
  • Experience of cyber and security risk assurance assessment activities based on HMG policy in line with cabinet office procedures and the Cyber Essentials protocols.
  • Experienced in the management of UK maritime radio licensing OFCOM regulations and relationship management.
  • Demonstrate knowledge ITU Radio Regulations for maritime mobile services.
  • Experience of maritime warfare and operations and its dependence on information and digital services.
  • Experience in costing and cost management of data and information services.
  • Experience of budgeting and budget planning in relation to digital and information requirements.
Nice-to-have skills and experience
  • Experience managing digital communications services either directly within or in support of a maritime platform.
  • Experience managing V/U/HF communication services in the maritime environment.
  • Experience with the maritime development, delivery and management of Information.
  • Exchange Requirements (IER)as part of generating naval ships and platforms for operations.
  • Experience in the procedure for managing naval communications on a national, NATO and coalition basis.
  • Qualified in project management.
