Summary of the work
The MOD supports a bespoke and operationally critical C2 capability via in-sourced arrangements, owns the SI and Design Authority functions, but wants to move to a partially out-sourced service model. An experienced Service Designer is required to develop the partially out-sourced service model so it can be costed and competed.

Who the specialist will work with
Working within the Special Projects Information Systems & Networks (SPISN) delivery team, you will work predominantly with the User and System Design Authority, as well as the Project and Commercial leads.
What the specialist will work on
1. An evidence-based benefits, impact and risk assessment of candidate viable options for partially out-sourced service management models to include IaaS and a managed desktop service. 2. A detailed Service Map of the proposed service relationships and interfaces 3. Support to MOD at an Industry event to apply Industry feedback to the options developed 4. Presentation to the customer of an evidence-based recommendation on the best viable option. 5. Estimated vendor support laydown/headcount forecast 6. Assistance in costing the risks 7. Optional tasks: a. Assistance with the tendering process b. Development of the service description c. Business Change Management Plan

Working arrangements
Full time from 6 Jan 20 until 30 April 20, with an optional part time period (approx. 2 days per week) from 1 May 20 until 31 Mar 21 subject to the partially outsourced model becoming the Investment Appraisal preferred option. Likely 2 days working in the West Midlands, 1 day working in the South West (Abbey Wood) and 2 days working from own location. This is indicative and entirely subject to access and User availability.
Security clearance
BPSS security clearance and sole UK nationality only (no dual nationality) is essential. SC is desirable, and the candidate must be capable of and willing to undertake SC if not already held.

EXPERIENCE
Essential skills and experience
  • Expert understanding of ITIL Service Management Frameworks
  • A technology evangelist with a strong understanding of traditional on-premises environments
  • Working knowledge of data centres architectures, desktop systems and cloud hosting environments
  • Understanding of government security and accreditation process
  • Experience of working in an environment that handles sensitive data
  • Understanding of risk and risk management
Nice-to-have skills and experience
  • Understanding of the MOD working environment
