Summary of the work
To manage the business analysis processes for new digital products, including processes mapping, defining user and business needs and business requirements for City Hall’s public facing digital products. Working closely with senior stakeholders across the business to understand needs, designing and running comprehensive workshops and other Agile analysis activities

Cultural fit criteria
Working with the Senior Manager (Digital-Transformation) and Digital Portfolio Manager, to lead a multidisciplinary-agile-team to guide ideas to fruition. Work with staff/contractors/suppliers to maintain a multi-skilled team that offers value-for-money. Challenge staff’s perceptions of requirements to champion the user, improve business efficiency and encourage the understanding and creation of user first, mobile first digital functionality Work with the Product Owner and Product Manager.to regularly update the product backlog and keep the team focused on delivering the minimum viable product. Translate functional requirements and user needs into clear and accurate user stories with acceptance criteria that can be used to develop and test against. Work with Product Owners/Managers in all aspects of the development cycle, specifically scope, implementation strategy, creative and technical development, user testing and deployment. Support the Senior Manager for Digital Transformation in promoting the use of The Local Government Digital Service Standard both at City Hall and across London’s government more broadly. Comfortable working in a high pressure environment and managing conflicting priorities.

EXPERIENCE
Essential skills and experience
  • Demonstrable business analysis experience in a digital and/or for user facing products, preferably at portfolio level.
  • Experience of working in programmes of digital transformation, embracing user-focused principles and business change
  • Experience of running workshops and discovery sessions to efficiently and thoroughly prompt thought, challenge existing ways of working and encourage user focused thinking.
  • Thorough experience with writing clear user stories and acceptance criteria, working both with Product Owners and Technical Leads to effectively prioritise work, based on producing the minimum viable product.
  • Experience working in a multidisciplinary team, using agile principles and confident promoting these ways of working to others.
  • Knowledge and experience of using business analysis techniques such as UML.
  • Thorough understanding of government digital services, digital trends, technologies, practices and directions.
  • A working knowledge of a range of digital and collaborative tools, including those focused on sprint management, project planning, wire framing and photo editing.
Nice-to-have skills and experience
  • Previous experience of working in a public sector organisation, preferably a central, regional or local government organisation.
  • Previous experience of working in a high pressure environment with multiple concurrent deadlines.
