Navy Command HQ, Digital and IT Directorate
What the specialist will work on
Provide Technical Architectural outputs to support Intelligence Surveillance and Reconnaissance (ISR) and digital effects in the maritime and littoral environments including business and operational network architecture, bearer systems, IT systems, applications including those for Command and Control (C2) and maritime situational awareness. All aspects of ICT and associated engineering governance, information assurance, engineering standards and ICT security as applied to defence, maritime and HMG information systems.
WORK SETUP
Address where the work will take place
Whale Island, Portsmouth with a relatively small amount of travel within the UK.
Working arrangements
The Technical Architect will be working in a team with stakeholders from within Navy Command, MoD, and other government departmends to deliver capability outcomes in support of MoD and HMG national security objectives. Flexible working applies; the worker decides how, when and where the work takes place.
Security clearance
DV is essential. Navy/MoD cannot sponsor security clearance

Additional terms and conditions
In addition to the day rate, an additional £1K is available for T&S in line with current MoD rates. Foreign travel is included in this but prior authorisation is required from the Authority in advance of booking (committing).

EXPERIENCE
Essential skills and experience
  • Experience delivering C4ISR/ICT digital projects or/and programmes in a complex maritime and littoral environment
  • Experience delivering Enterprise Architect designs for digital and information solutions to meet ISR requirements using current and next generation technology and resources
  • Contribute to and deliver High Level Design (HLD) for digital and cloud solutions ensuring that all relevant lines of development are considered
  • Experienced in application of MoD and HMG standards for ICT, information security, digital design, delivery, compliance and safety, including cyber and security risk assurance assessment activities
  • Demonstrate knowledge, skills and experience in managing digital ICT services and their interdependent activities in the littoral or land environments to enable operational outputs
  • Ability to understand complex digital and information-based issues and provide options for resolution across a multi-stakeholder environment
  • Evidence of delivery of complex ISR programmes and projects to the vision and to time, cost and quality
  • Demonstrate experience managing digital programme and project approvals including business cases, financial appraisals and submissions to senior boards for scrutiny
  • Qualified and experienced as a Project and Programme Manager
  • Demonstrate an understanding of wider Government Departments/structures and awareness of maritime policy and departmental objectives
  • Experience of project management of complex software change activities at the Department level
  • Experience managing digital communications services, including satellite bearers, in support of operations and operational planning
  • Experience in project managing the requirements capture and installation of fixed based infrastructure to MoD sites
  • Demonstrate the ability to understand customer ICT and ISR capability and support needs and subsequently define requirements for delivery
  • Demonstrate a technical understanding of SAR and radar and their practical application to provide maritime situational awarenes
Nice-to-have skills and experience
  • Experience of in-service military/naval command and control system digital data link technologies and solutions
  • Experience developing and defining digital and cloud-based requirements to enable naval and maritime outcomes
  • Experience managing teams delivering digital outcomes as head of department with charge responsibility in an operational or similar role
  • Experience of maritime engineering ICT installation, commissioning, assurance and acceptance and associated engineering compliance
  • Recognised management qualification and clear history of managing teams of communication specialists
  • Experience of budgeting and budget planning in relation to digital and information requirements
  • Experience managing military V/U/HF communication services in the littoral or land environment
  • Experience with the development, delivery and management of military Information Exchange Requirements (IER) as part of generating operational force elements for tasking
  • Higher level qualifications in military communication and ISR scientific techniques and their application to capability delivery
