The specialist will need to be an experienced test delivery manager with a background of managing IT projects and successful delivering against milestones and will join an existing team of specialists to deliver IT managed services, networks, end user devices, software and printing services to 180 offices and 3000 users.

Who the specialist will work with
The specialist will join an existing DWP team and will be part the Core Digital team and will work with DWP Technology Services, Programme Delivery teams and 3rd party suppliers - each from all are responsible for the testing of their deliverables. The successful candidate will make sense of testing approaches, advise on testing deliverability and provide an overview plan of the testing activities.
What the specialist will work on
As part of a major programme to provide 5 health assessment suppliers with managed IT services which includes DWP provided networks, end user devices (laptops & peripherals), software and local printing, as well as an externally procured case management service, the department is looking for a delivery manager with experience with working internal teams and 3rd party organisations to produce an overall testing strategy & plan and then manage the plan to successfully deliver a full operational service by August 2023.

Working arrangements
DWP have introduced flexible working and will require all permanent and contract staff to spend at least 40% of their time in the office. The specialist will work 5 days per week and will be online between 9am and 5pm.The programme team work across the Manchester, Blackpool and Sheffield offices and there will be occasional meetings where you'll be required to attend meetings at these offices.
Security clearance
All suppliers must BPSS cleared and On-Shore.

All travel expenses must be pre-agreed between the parties and must comply with the DWP Travel and Subsistence Policy.DWP have recently reviewed its Security Supplier Assurance process and requirements and have made the applicable changes in line with industry good practice.These changes will include but are not limited to:Updated ‘Security Schedule’.Replacement of ‘Security Management Plans’ with the completion of the ‘Information Security Questionnaire’ as part of the tender submission.Compliance with the DWP’s relevant policies and standards, found at gov.uk.Compliance to industry good practice such as ‘ISO27001’ and certification to ‘Cyber Essentials’.

EXPERIENCE
Essential skills and experience
  • Provide experience of working in a large scale organisation and/or Public Sector managing IT projects and successfully deploying hardware and software to internal and 3rd party organisations
  • Demonstrate 3+ years as an IT Test Delivery Lead
  • Experience of working as a part of a team and recognised as a lead for your strand / deliverables
  • Provide overall leadership and support to large, multiple internal teams and 3rd party organisations
  • Ensure that usability, accessibility, security, stability and capacity are embedded in the delivery of services
  • Manage test plans, risks, issues and dependencies with effective escalation where necessary, owning them until they are resolved
  • Track and manage project progress and budget, providing helpful and accurate reporting to senior leaders and/or governance boards
  • Actively manage change and governance for projects, taking all cross-project impacts into account
  • Communicate consistently across internal and external stakeholders, tailoring messages to ensure that it is right for the audience and consistent with broader project/digital messaging
  • Have comprehensive experience and Agile and Waterfall delivery principles, methodology and tools
Nice-to-have skills and experience
  • Demonstrate they have worked in regulated and controlled government environments - explain and give examples of governance structures and adherence to such
  • Manage testing and co-ordination with other delivery teams and departmental governance
  • Working within a large programme and liaising with a Programme Management Office
