Summary of the work
The newly established Centre for Digital Public services is seeking a Programme Delivery Manager to help it coordinate and manage a programme of rapid discovery/alpha projects that aim to demonstrate, curate and share best practice in service delivery, develop and agree standards and build digital capability in Wales.

What the specialist will work on
The Centre for Digital Public Services is a new arm's-length body funded by Welsh Government that aims to transform the design and delivery of digital public services in Wales. We need a Programme Delivery Manager to coordinate and run the three main parts of our alpha phase: 1. squads/teams to run rapid discovery/alpha phases across the public sector in Wales 2. a knowledge sharing hub of good digital practice 3. an academy for skills and capability to train leaders and practitioners 4. other responsibilities to assist in the setup for the Centre
WORK SETUP
Address where the work will take place
The Centre for Digital Public Services has an all-Wales remit. We expect that the role can be delivered remotely for the foreseeable future making extensive use of video conference technologies. Depending on guidance and circumstances during these unprecedented times, the Centre plans to take physical office space in Ebbw Vale, South Wales. The Business Director and Chair are both based in South Wales.
Working arrangements
We expect this work will be done remotely for the foreseeable future. Should official guidance change during the duration of this engagement, you may be expected to attend meetings across Wales. The day rate is inclusive of all expenses and we would expect to make optimum use of video conference technology where appropriate.
Security clearance
At minimum a security clearance at Baseline Personnel Security Standard (BPSS) will be required.

EXPERIENCE
Essential skills and experience
  • Demonstrable evidence of having delivered multiple agile programmes and products/services
  • Demonstrable evidence of managing programmes with multiple suppliers
  • Demonstrable evidence of managing complex stakeholder situations
  • Experience in leading a collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of multidisciplinary teams
  • Demonstrable experience of mentoring and coaching more junior team members
  • Proven ability to challenge and remove any unnecessary barriers to service delivery
  • Understanding of user centred service design practices, Government Digital Service Standards and the assessment process
  • Strong negotiation skills and the ability to influence external partners, suppliers, stakeholders and customers to secure mutually beneficial outcomes
Nice-to-have skills and experience
  • Knowledge of Government procurement landscape for digital and technology products and services
  • Experience working in the Welsh public sector
  • Ability to create concise and insightful communications for dissemination to all stakeholder groups
