Summary of the work
Under the Executive's Asset Management Strategy 2013 the Asset Management Unit (AMU) housed within SIB Ltd has been tasked with promoting effective asset management processes that unlock value. In 2019-21 the AMU will work to progress system based solutions and develop new digital and data driven processes that unlock value.

Who the specialist will work with
The specialist will work with (at minimum) staff from: - The Asset Management Unit (AMU) housed within SIB Ltd - Ordnance Survey Northern Ireland (OSNI) - Land & Property Services (LPS) - Department of Finance (DoF) - Enterprise Shared Services (ESS) - Other departments and public bodies
What the specialist will work on
A series of inter-related initiatives which will seek to capture and leverage the six core property data types required for modern public sector asset management: (1) property attribute data, (2) spatial data, (3) work management data, (4) performance data, (5) condition data, and (6) financial data. Consideration will also be given to: - IT systems and data sets containing land and property data, - resources and/or contracts gathering or generating property data, - unstructured data such as drawings, pdf certificates, photographs, forms etc will also be considered.

EXPERIENCE
Essential skills and experience
  • Demonstrable experience in working closely with public sector Clients in Northern Ireland researching and analysing opportunities to use data and systems to deliver efficiencies.
  • Demonstrable experience in designing and implementing SharePoint based solutions to deliver digital enablement and process improvements
  • Developing and presenting option papers setting out options for the Client along with pros and cons, risks and issues and cost implications
  • Demonstrable experience in developing prototypes in compliance with the NICS security policy framework and web standards
  • Demonstrable experience in analysing and documenting existing processes
Nice-to-have skills and experience
  • Experience of working with NI ESS ICT shared services
  • Experience of working with NI LPS
