Summary of the work
The Product Manager will lead the IT Workstream for OEP, and drive positive outcomes across Defra, suppliers, and a range of internal and external stakeholders, including at very senior levels. They will lead the team across Discovery and Options Analysis phases, and could extend to later phase of the lifecycle.

The successful applicant will join a blended cross-functional delivery team comprising of Business Analysts, Policy Leads, Operational Stakeholders and Technical Staff
What the specialist will work on
Defra requires a Product Manager to act as the IT Workstream Lead during Discovery. (scoping and analysis phases) They will lead the definition and appraisal of the enabling IT services, systems and infrastructure needed to operate the Office of Environmental Protection.

EXPERIENCE
Essential skills and experience
  • Provide evidence of experience in Project and Product Management, ensuring scope of activities are clear, approaches are correct and that agreed objectives are delivered to the right level of quality
  • Provide evidence of experience in Business Analysis, gather needs and analysing information using comprehensive tools and techniques
  • Provide evidence of working with end-users, technical architects and managers to further elaborate the requirements and support the development of business capabilities
  • Provide evidence of aiding the development of Business Cases to support procurement, making economic and technical benefits cases to drive the approach to be taken
  • Provide evidence of experience of succesful management within large, complex IT-enabled change programmes, preferably within the Public Sector
Nice-to-have skills and experience
  • Provide evidence of a strong understanding of the Government Digital Service’s Design Principles and Digital Service Standard
  • Provide evidence of a suitable qualification in Business Analysis, such as the BCS Diploma in Business Analysis, or Degree in related software development
  • Provide evidence of a suitable qualification in Project and/or Programme Management, such as Prince II, Managing Successful Programmes, PMP, APMG or Agile
