What the specialist will work on
Provide digital capability development and delivery management for MDA programmes and projects, enabling the delivery of operational effect in the maritime environment, specifically Maritime Domain Awareness, business and operational MDA outputs for direct information support and Command and Control (C2), identify appropriate MDA R&D and emerging solutions that enhances operational output. Act as the interlocutor bringing coherence across relevant national and international MDA related projects/teams that benefit from RN MDA programme capability.

Working arrangements
The Capability Development Integration Specialist will be working Royal Navy and cross government stakeholders from within Navy Command, MoD, and Partners across Government (PAG) to deliver successful capability outcomes in support of MoD and HMG national security objectives. Flexible working applies; the worker decides how, when and where the work takes place.
Security clearance
DV is essential at contract start. MoD cannot sponsor security clearance.

Additional terms and conditions
In addition to the day rate, an additional £20K is available for T&S in line with current MoD rates. Foreign travel is included in this but prior authorisation is required from the Authority in advance of booking (committing).

EXPERIENCE
Essential skills and experience
  • Demonstrate understanding of HMG maritime security strategy and policy and how, through the exploitation of information and data, outcomes to meet these objectives can be derived and delivered
  • Demonstrate ability to represent HMG/MOD stakeholder interests at national and international fora where exploitation of information and data is discussed to support UK national security objectives
  • Experienced at presenting to UK and international stakeholders the digital data and information dependencies necessary to enable effective share maritime situational awareness.
  • Demonstrate understanding of current MoD digital systems and capabilities that deliver maritime situational awareness as an enabler for maritime security both nationally and internationally
  • Ability to understand complex user and operational challenges, providing options for resolution across a multi-stakeholder digital based environment spanning MOD, PAGs and international partners
  • Demonstrate knowledge, skills and experience in delivering situational awareness solutions and their interdependent activities to enable naval and maritime operational outputs
  • Experience in delivering and understanding C5ISR/ICT digital programmes and projects and delivery of these into the maritime environment
  • Experience in the delivery of digitally focused services in the maritime environment ensuring effective management of capability for operations
  • Experience identifying technical solutions supporting maritime information requirements, identifying capability gaps, evaluating options, utilising innovative digital technologies and resources
  • Deliver digital solutions to meet the approved High-Level Design (HLD) ensuring that all relevant lines of development are considered
  • Experienced in the application of MoD standards for ICT, information security, delivery, compliance, safety, maritime integration and operations
  • Qualified in project and programme management and experience managing delivery of projects and programmes
  • Hold a current DV
Nice-to-have skills and experience
  • Experience and good understanding of the technical challenges associated with integrating multi-source maritime data and information sets, including SAR, electronic signals, radar, LRIT, EO and AIS
  • Experience of research techniques for applying innovation for improved outcomes by organising and facilitating requirement workshops, developing technology paths, contributing in Cross government forums and identifying coherency opportunities for C5ISR
  • Good understanding of UK and international partners Maritime Domain Awareness digital research and development activities which includes technology and reporting processes
  • Experience managing teams driving and delivering digital maritime engineering outcomes as a head of section, department or similar level role on operations or ashore
  • Experience of producing reports, project reviews, and other written submissions iaw a recognised industry/HMG standards
  • Experience in drafting international Memorandum of Understandings to underpin national agreements on digital information sharing and concepts of MDA collaboration
