What the specialist will work on
DfT aim to develop a new Passenger Demand Forecasting Model that will replace MOIRA 2.2. The Business Analyst will help write the procurement and specification forms to develop a number of modules for the new rail demand forecasting model. They will take on an advisory role in:• Evaluating the tenders for the different modules of the new system.• Ensuring the solutions meet the project objectives and needs.

Usually @ Department for Transport, Great Minster House, 33 Horseferry Road, London, SW1P 4DR.
Working arrangements
The supplier would be expected to engage closely with the rail modelling team, as well as external stakeholders on a frequent basis to fully meet the requirements. The supplier will be aligned to DfT working arrangements and provide timesheets describing the work done

EXPERIENCE
Essential skills and experience
  • Experience of being familiar with Government IT procurement exercises and be able to produce procurement documents
  • Experience of having significant knowledge of software development, programming languages and technology
  • Experience of being able to understand business requirements and to then translate and action to a IT technological output
  • Experience where they have proven to have the ability to talk to internal and external teams to outline expectations and work within timelines leading to successful outcomes
  • Experience where they have taken responsibility for the creation of test cases, create traceability records from test cases back to requirements
  • Experience in writing acceptance criteria, carrying out acceptance testing to validate technical designs and developments
  • Experience of understanding how to ensure that teams are using the right tools and methodologies and promote their use
  • Experience of working on complex projects with multiple interdependencies
  • Experience of encouraging business teams to make difficult decisions, leading and influencing discussions to drive change forward
  • Experience of working in an environment that handles sensitive data
  • Experience of being able to investigative work into problems and opportunities in existing and new services, create recommendations for service improvements, analyse large amounts of complex information producing solutions
Nice-to-have skills and experience
  • Experience in creating transport models through software development
  • Experience of working with government analyst, such as statisticians or economists
  • BCS Diploma in Business Analysis
