Summary of the work
To act as SCIDA for delivery of outputs & delivery assurance of ISS IntSys ICT projects, typically (but not exclusively) involving the development & implementation of ICT products and services (e.g. Telephony, MOD ICT services, Secure Voice, VTC Broadband etc.) to meet identified business needs.

Who the specialist will work with
The specialist will work closely with stakeholders from a number of JFC ISS teams: Design & Architecture, Service Management, Accreditors, Networks, Infrastructure and specific Project Teams. Due to the nature of the work a requirement to limit the "need to know""" to as small a number of personnel as necessary

Working arrangements
On behalf of an JFC ISS Programme team, they will be responsible for ensuring the installation and maintenance of ICT systems at sites across the enterprise in line with Resilience, Technical Security and Safety policies. Note: SCIDA has authority over physical and environmental aspects of installations and design standards, procedures and requirements. The SCIDA will provide technical assurance of service opportunities that each service requires to operate successfully. These elements may include hardware, infrastructure, technical documentation and drawings, ICT facilities, security infrastructure and so on.
Security clearance
Swindon and Corsham. There is a requirement for frequent additional travel to various MoD premises and Industry partner locations in the UK (in line with MoD rates).

Not to be seen as an 100% office based requirement. The working day is 8 hours to include 30 minutes for lunch, 5 days a week. The SCIDA will have to visit sites across our estate in order to able to complete the deliverables (in line with MoD rates). This individual will report to the XX Programme Manager in XX.

Please note that all interested bidders will be required to hold a Cyber Essentials Certificate in accordance with the Cyber Risk Assessment reference RAR-5D42JJH9 generated in accordance with the contract requirement. If your company doesn't currently hold certification then an implementation plan will need to be submitted to the Authority highlighting how one will be obtained.

EXPERIENCE
Essential skills and experience
  • Evidence of appropriate education and training in a relevant field (SCIDA) - Mandatory (30%)
  • Experience of working on ICT Systems in compartmented certified environments. Demonstrable experience in classified domains and Intelligence Community (10%)
  • Demonstrable experience and knowledge of Service Validation and Acceptance of ICT services (20%)
  • Knowledge of security architecture required in compartmented certified environments; including policies and constraints associated with ICT Systems and working knowledge and evidence of using MOD JSP's 440 and 604 (15%)
  • Experience delivering ICT Systems into complex environments (e.g. Maritime, Deployed) and with other teams (e.g. Networks) (15%)
  • Proven track record of successful delivery of SCIDA services for complex ICT projects within challenging multi-stakeholder environments and on an international stage. Evidence and examples (10%)
Nice-to-have skills and experience
  • Evidence of appropriate PM education training in a relevant field, with evidence of on-going education (e.g. APM, Prince2, MSP etc) (10%)
  • Demonstrable knowledge of Service Integration and Management (SIAM), Operational Service Management (OSM) and Service Management processes in higher domain space (20%)
  • Experience of working on ICT Systems in compartmented certified environments. Demonstrable experience in classified domains and Intelligence Community (20%)
  • Experience implementing MOD C4ISR services (20%)
  • Proven experience working in ICT Transition Planning and Support environments. Evidence of ability to develop/maintain plans for migration of ICT Systems and undertake formal quality reviews of technical/documentation products (20%)
  • Experience of Change Control processes including delivery of significant changes to ICT Systems (10%)
